1-14-2014   Newshound Guru Millionday    i have not seen that the HCL is done but have seen that it is very close and they are working on its finish.  i have to disagree that the HCL is complete and law.    we do know that the budget amount is agreed upon as of recent reports...they both seemed happy with the finished product -- the budget is expected to go to parliament this week on tuesday
