Just as I reported days ago - No change in rates - YET! Keyword is YET. I'm
still cautiously optimistic (based on what I've been told) here's a few points
as indicators to look for : 1) Watch for media coverage of Maliki's army
successfully regaining control of certain areas. 2) Rift between Baghdad &
Turkey to subdue regarding Kurds-Turks oil agreements. Crucial for components
of HCL. Maliki's
party still wants to implement currency reform before the elections thus
