imo, IF Baghdad and Kurdistan cannot resolve any lingering issues then this
will be referred to the Federal Court to act as arbitrator to clarify the
Constitutional rights of both sides. its a misconception believed by
many that the budget can just go forward easily, hate to tell ya but it can't,
its going to be discussed etc...first. the reality is it can take
months as we have seen over the years. So,
if Baghdad
and Kurdistan
come to terms well that means more then the budget imo. [HCL.]
That is what we want and if the HCL is tied to the budget as we believe
and have seen then it doesn't matter how long it takes to adopt the budget.
what is important is the the HCL will be done.
