Just no one is pulling the trigger.]  no there is no hold up like that...they have spent some serious time getting the modern banking and basel complianceand now they are just working to get the guarantees for loans as far as banking but we do know the smart cards are out and some other cards but nothing is global.   so now they are completely capable of going global with the international banking and money transferred with power to provinces -- all is ready there is not a hold up -- they have a time they are going to do it and a rate to be basel III compliant.
