we have not in my opinion have taken any steps back, this investment is based on the money supply and they have reduced it, took awhile to start getting official reports from the CBI to confirm any type of movement
this is the ultimate indicator, reduce the supply and add value to our currency. The CBI has been hard at it for 4 years now getting that number down under a very delicate balance.
