The 25,000 is more than enough.  These articles that talk about larger note only make sense if Iraq has no intention of doing anything with the monetary policy..which we know is not the case.  To much pressure is on them now to join the worlds trading/and monetary system.  In just a few months they will have the ATMs linked and then the financial system/credit card global will come on line.  And shortly after that the ISX joins FOREX and the WTO and etc.
